Legal and Policy Advocacy
- Advocating for introducing legal provisions that classify electoral fraud as an act of treason or its equivalent.
- Promoting the establishment of penalties for electoral fraud, up to the highest lawful level.
- Advocating for international legal standards treating electoral fraud as a treasonous offense.
Providing a Global Model Law
We intend to provide countries with a Global Model Law that classifies electoral fraud as treasonous conduct and prescribes up to the highest legal penalties for the offence. This law serves as a recommended template for adoption by national parliaments.
Research: PETRI
We have an ongoing research project called the Perceived Election Treason-Risk Index (PETRI).
What is PETRI?
PETRI is an independent research and policy initiative that assesses risks within national electoral processes that may usurp the people’s authority to elect their government.
PETRI produces structured, evidence-based assessments of electoral systems across countries, identifying systemic vulnerabilities and supporting institutional and legal reform discussions.
The initiative provides globally comparable annual assessments, enabling policymakers, researchers, and civil society to better understand risks affecting electoral processes.
Promotion of a UN Declaration on Treason by Electoral Fraud
We aim to advocate for a United Nations General Assembly resolution—non-binding but norm-setting—that affirms:
Electoral fraud constitutes a usurpation of the people’s authority to choose their government and amounts to an act of treason..
Such a declaration would establish international consensus and elevate the issue of electoral fraud as a grave threat to legal and democratic order
Mobilisation of the UN Human Rights System
We aim to work through existing UN human rights mechanisms to:
- Use the Universal Periodic Review (UPR) process to recommend stronger international election monitoring and accountability
- Urge UN Special Rapporteurs to examine the misuse or neglect of treason laws in the context of electoral fraud
Convening a Global Summit on Electoral Fraud and Treason Law
We aim to host—or collaborate in hosting—an international summit that brings together governments, civil society organisations, legal scholars, and international institutions to:
- Promote a global consensus on treating electoral fraud as a grave violation of constitutional order
Identify national and international enforcement pathways to address electoral fraud as a treasonous offence
Public Engagement & Global Collaboration
Public Engagement and Education
We seek to run public campaigns to increase awareness of electoral fraud as an act of treason. Our efforts include:
- Awareness campaigns that emphasize elections free from fraud
- Hosting or participating in seminars, conferences, and dialogues focused on electoral justice
- Educational programs and resources that highlight the impact of electoral fraud
Global Collaboration
We intend to collaborate with institutions worldwide to build momentum for change and share best practices. We seek to:
- Publish evidence-based reports
- Foster cooperation with global institutions, human rights bodies, and election-monitoring organisations.
