Understanding PETRI Risk Scores

PETRI provides a structured way to understand risks within electoral processes. Scores measure systemic risk patterns, not legal guilt or criminal responsibility.

Indicator Scores (0–4)

ScoreMeaningTreason Risk Level
0No evidence of manipulationVery Low
1Limited or minor manipulationLow
2Emerging or moderate manipulationModerate
3Widespread or significant manipulationHigh
4Severe, pervasive manipulationVery High

Aspect Scores

  • Each aspect = sum of 4 indicators (raw 0–16, scaled 0–4)
  • High aspect scores indicate areas needing urgent attention

Total PETRI Score

  • Sum of all seven aspect scaled scores (0–28)
  • Higher scores = greater alignment with systemic risk
Total ScoreTreason Risk LevelInterpretation
0–5Very LowNo systematic or coordinated manipulation detected; absence of evidence does not guarantee impossibility.
6–10LowLimited or minor systematic or coordinated manipulation detected.
11–17ModerateEmerging or moderate systematic or coordinated manipulation detected.
18–23HighWidespread systematic or coordinated manipulation detected.
24–28Very HighSevere, pervasive, and potentially decisive systematic or coordinated manipulation detected.

Important: Pending/unavailable indicators are excluded from calculations.

Responsible Use

  • PETRI does not declare elections fraudulent or determine legal guilt
  • PETRI does: highlight systemic vulnerabilities, support comparative analysis, and inform reform discussions
