Electoral Fraud as Treason Against the People’s Authority

A framework to recognise and hold accountable electoral fraud as the gravest offence against the people’s authority to elect their government.

Official Publication Notice

VoteGuard International Ltd hereby publishes its Model Law on Electoral Fraud as Treason and accompanying White Paper, establishing a comprehensive framework for recognising electoral fraud as a highest-order offence against the people’s authority to elect their government.

These publications provide legislators, policymakers, and experts with clear, draft-ready instruments capable of adoption or adaptation within national systems.

This publication marks the formal commencement of VoteGuard International’s global advocacy program.

Publication Date: January 2026
Document Status: Model / Non-binding
Draft Model Law Version: 1.0

White Paper Version: 0.2

Why This Matters

Electoral fraud is not an ordinary violation.

Where elections are the mechanism by which the people confer authority to govern, deliberate manipulation of that process constitutes:

  • An unauthorised seizure or retention of governing power
  • A direct usurpation of the people’s authority

Treating electoral fraud as a minor, technical, or administrative offence fails to reflect the severity of the harm caused.

The Model Law and White Paper respond to this failure by articulating a principled approach that treats electoral fraud according to its true significance as a breach of the people’s authority.

Published Documents

Draft Global Model Law: Electoral Fraud as Treason

Purpose
The Model Law provides a clear, enforceable basis that:

    • Defines electoral fraud as a highest-order offence
    • Distinguishes deliberate manipulation from procedural or administrative irregularities
    • Establishes accountability mechanisms and safeguards
    • Aligns responsibility with the duty owed to the people

Intended Use

  • National parliaments and legislative drafters
  • Government review bodies
  • Prosecution and oversight authorities

White Paper: Foundations for the Model Law

Purpose
The White Paper provides justification and reasoning for the Model Law by:

  • Examining the nature of electoral authority and duty
  • Analysing comparative governance and accountability principles
  • Addressing common objections, limitations, and safeguards
  • Demonstrating why procedural or administrative irregularities, on their own, do not amount to electoral fraud

The White Paper supplies the reasoning and analysis that underpin the Model Law.

Why Western Countries Are Also Covered

  1. Even where electoral systems are currently robust, the future must be institutionally safeguarded.
Treating electoral fraud as treason establishes a permanent deterrent against any future attempt at the unauthorised seizure or retention of governing authority.
  2. Given the West’s leadership role in shaping global political norms, recognition of electoral fraud as treason should also be led by Western states.
