What PETRI Measures

PETRI evaluates elections through 28 structured indicators across 7 aspects, each scored using publicly verifiable evidence.

  • Aspect 1: Legal & Institutional Integrity (L1–L4)
  • Aspect 2: Voter Registration (V1–V4)
  • Aspect 3: Party & Candidate Registration (P1–P4)
  • Aspect 4: Voting Procedures (VOT1–VOT4)
  • Aspect 5: Counting & Tabulation (C1–C4)
  • Aspect 6: Transmission & Certification (T1–T4)
  • Aspect 7: Post-Election Response (R1–R4)

Important: Indicators measure systemic vulnerabilities, not isolated incidents or legal guilt.
