Second Board Meeting Held
30 December 2025 | Sydney – Global (Virtual Meeting)
VoteGuard International Ltd has concluded a significant meeting of its Board of Directors, marking a major milestone in the Organisation’s launch year and formally approving a range of governance, advocacy, and program initiatives.
The Board meeting, held virtually with directors participating across multiple time zones, confirmed a quorum and reviewed progress made since the Organisation’s establishment in mid-2025.
Approval of Global Model Law and White Paper
A key outcome of the meeting was the Board’s approval of Draft Version 1.0 of the Global Model Law on Treating Electoral Fraud as Treason and the accompanying White Paper. The Board authorised their publication, translation, and global dissemination, as well as engagement with parliaments, law reform bodies, international forums, and other stakeholders.
The Board also endorsed related awareness activities, including briefings and discussions.
Governance and Organisational Development
The Board reviewed and commended progress made during the Organisation’s first two quarters, including:
- Completion of regulatory registrations, including ACNC registration in Australia
- Launch of the official VoteGuard International website
- Finalisation of core governance policies and constitutional amendment to enable future DGR eligibility
- Securing independent pro bono legal review of the Global Model Law
To strengthen its organisational framework, the Board approved:
- The establishment of an International Advisory Council (IAC) to provide independent, expert, and international advice
- A clarified Organisational Structure & Governance Framework separating governance, management, advisory, and operational functions
- A Pay Structure & Remuneration Framework, subject to funding availability and further approvals
New Programs and Global Expansion
The Board approved several new initiatives to support VoteGuard International’s global mission, including:
- The launch of the Australian Community Outreach Network (ACON) as a pilot national engagement program
- Approval of a Country Chapter Starter Kit to guide the establishment and operation of VoteGuard International chapters worldwide
- Commencement of a research program to develop and publish an annual Electoral Fraud Treason Indicative Index, grounded in the Global Model Law’s criteria, replacing the previously initiated project titled “Electoral Fraud as Treason: A Legal Reconstruction of Sovereign Accountability.”
- The Board also authorised the strategic use of public petitions as an advocacy mechanism, to be conducted at national, jurisdictional, and international levels in alignment with the Board-approved Model Law.
Commitment to Accountability and Transparency
Throughout the meeting, the Board reaffirmed VoteGuard International’s commitment to strong governance, transparency, and adherence to Australian nonprofit standards, while maintaining an international outlook.
The Board approved the Executive Director’s Quarterly Reports for Q1 (retrospective) and Q2 of the launch year, noting the Organisation’s progress despite operating primarily on a volunteer and pro bono basis during its foundational phase.
VoteGuard International Ltd continues to advance its mission of defending the rule of the electorate worldwide and promoting accountability where electoral processes are deliberately subverted.
